Language bar is totally broken. Hotkeys won't work

Bug Description

I have a bilingual support of English and Hebrew, I used to switch between them with a hotkey (LShift+Alt).
Now the hotkeys are not working at all (along with some customized ones).
When I try to manually change the language (from the language bar itself), The indicator may change to Hebrew, but the written text is still English! (so the language indicator is totally broken, and have no connection to the real system language).
Unity core hotkeys such as Alt+Tab, Mod, or my predefined workspace switcher are still working.

Already tried to: drop the .cache/dconf/user file, uninstall appmenu-qt5, remove and add the Hebrew language.

My system is Ubuntu 16.04 up to date.

This may have something to do with patch removed from recent xorg which landed through SRU. See LP: #1683383 and LP: #1245473

Khurshid Alam - thanks, but those 2 bugs don't seem related.

I managed to isolate a factor:
It recreates only when I reboot with another screen connected (VGA).
I use a laptop, and when I work at my house, It is connected to another main screen.
Rebooting when the VGA is disconnected lets the system run correctly (and then it is possible to connect the screen without recreating the bug).
