Lancher icon blinking provides no real feedback of application loading

Bug Description

It's not that I have just found out, I've known this for a long time but I've always been too lazy to report it.

When you click on a Launcher icon of an application that is not yet running, it will start blinking, and usually it will blink until the application is loaded, then it will become steadily highlighted as expected.

The issue is that the blinking is not a real indication of the status of the application. It will just blink for a given amount of time or until the application is actually loaded, whichever happens first.
If the application takes too long to load (as it often happens when you have just booted), the icon will stop blinking and you'll have no indication at all that the application is still loading, until it is done loading and the icon highlights fully.
If, on the other hand, the application crashes immediately or shortly after you try to start it, the icon will still keep blinking for a fixed amount of time, and you'll wait like an idiot fo the application to load, with no clue that it has already crashed, which is outrageous.

The icon blinking should be a TRUE and RELIABLE indicator that the applicatios is loading. If it take longer than the current arbitrary time to load, the icon should keep blinking as the application keeps loading. If the application crashes or dies for whatever reason, the icon should immediately stop blinking and turn off.
