Unity wrongly scales font size after display scale >= 2

Bug Description

I have HiDPI display and I want to increase size of controls and font. I use Display settings to increase scale for particular monitor. I noticed following strange behaviour:

If scale setting configured in Display settings is less then 2, then font scale is increased accordingly. Once I increase scale to 2, the font scale is reduced back to 1. If I keep increasing display scale, the font scale will also increase proportionally but once I hit scale of 3, the font scale will be back at 1.

So in order to use my HiDPI monitor, I have to keep Display scale at <2 (1.88). I would like to use something like 2+, but it currently not possible.
