Laggy and choppy video and window movement when in dock mode

Bug Description

OS info: Linux-4.8.0-36-generic-x86_64-with-Ubuntu-16.04-xenial
CPU info: Intel(R) Core(TM) i5-3427U CPU @ 1.80GHz Cache: 3072 KB Cores: 2

Steps:
1. Install Ubuntu 16.04.2 x64.
2. Connect UDL (DL195) device with monitor attached to machine.
3. Close lid of machine. (OS will now switch to dock mode)
4. Move application window around NIVO screen.

Issue:
Video is very choppy and window movement is delayed by few second. OS responsiveness is as well very low.
Mouse cursor is working fine.

Expected:
Windows movement is smooth.

Reproducibility:
100%

Regression:
Issue is not reproducible with Ubuntu 16.04.1 x64.
