Launcher randomly goes behind other windows

Bug Description
Launcher is supposed to be always the front-most thing
At random times it happens that:
1 - windows that are not maximized, if moved to the left, are on front of Launcher and hide it (regardless of whether they are focused)
2 - the context menu that shows up when you right-click on a launcher icon, is behind all windows, including for example the currently focused maximized window. This makes it look like right-clicking on icons in Launcher does nothing, because you don't see the context menu, unless you look very carefully and notice the little tooltip (or you try with all windows minimized).
This issue seems to happen always together with issue #1493106, so they are likely to be closely related.
