Specific NVIDIA driver settings in xorg.conf will cause issues with Unity Panel

Bug Description

Specific NVIDIA driver settings in xorg.conf will cause issues with Unity Panel.
Windows can "tuck" under the panel. IE: Maximizing the Window, and then clicking un-maximize would cause windows to tuck under the top title bar.
It is also possible to manually move the window under the top panel.

Including xorg.conf and screenshot. Cant replicate the issue w/o xorg.conf

This is the option that introduces the bug:

    Option "AllowEmptyInitialConfiguration" "True"

$ nvidia-settings -v

If Launcher is positioned on the bottom, the top panel will cover about 32+ pixels of whatever program is under it. For example, chromium or firefox tabs will be invisible when apps are maximized.

If Launcher is positioned on the left, the top panel will cover about 5+ pixels. In case of chrome, and firefox, it will just cover a small portion of the tab.
