Launcher "close" quicklist item should terminate, not close windows

Steps:
* open two Firefox windows, each with two tabs
* right-click on the Firefox launcher item
* click "Close"

Expected:
* Firefox shuts down whole

Current:
* Firefox warns about closing multiple tabs on both windows
