all applications move with workspaces change on second monitor only

Bug Description

When changing workspaces, all of the applications that are sitting on my secondary monitor are carried over to the next workspace. However, anything that is on the primary monitors screen stays on the previous workspace. This makes it hard for me to be productive as I am unable to designate certain tasks for individual workspaces. On my last installment of ubuntu, every applications, whether on the primary or secondary monitor would remain in the workspace and I was able to start a fresh workspace on the new. This is very frustrating.
