I had this issue on an unknown version of Ubuntu < 14.10 and the installation of `indicator-brightness` (https://launchpad.net/~indicator-brightness/+archive/ubuntu/ppa) and setting the brightness in it once to the lowest and then to the highest level fixed the issue (persistently accross reboots), but now it doesn't show any reaction neither (I adjusted the package soucres to point to `trusty` after `sudo add-apt-repository ppa:indicator-brightness/ppa` in order to be able to install in 14.10). When the issue occured `indicator-brightness` was not installed. I could only fix the issue by rebooting and entering BIOS/EFI menu and using brightness hotkeys there.
