Odd behavior with workspaces - Firefox gets moved to other monitors when it shouldn't.

Bug Description
This one seems easy to duplicate. In a dual screen setup, do the following. Place an instant message (Pidgin, etc) on monitor 1, workspace 3. Place Firefox on monitor 2, workspace 1. Have the user in the message send you a link. When you click the link, it opens in Firefox in workspace 1 as expected, but Firefox is moved from monitor 2 to monitor 1.
This type of behavior should not take place as windows in other workspaces should not be shuffled around. Users place certain windows in certain workspaces for a multitude of reasons. While workspaces are great to have, behavior like this tends to be a bit of a buzzkill when users must place everything back to where it should have been in the first place.
