Ctrl+alt+[numpad 5] does not correctly maximize window

Bug Description

When I use ctrl+alt+[numpad 5] to maximize the currently active window, the window does not move the window title bar into the global title bar. I've attached a screenshot to demonstrate.

As part of the big bug review for 16.04 LTS I have tested this on 15.10 and the bug is still there.
