Unexpected behavior when launcher and panel opacity are set to 0

Bug Description
When I set the panel and the launcher opacity to zero, the launcher, even if transparent, makes the wallpaper a little lighter behind it, and the panel makes it darker and keeps the blur.
Steps to reproduce:
1. Install and open ccsm
2. Go to Ubuntu Unity Plugin
3. Set launcher or panel opacity to 0.0
I'd expect the panel not to blur the wallpaper, to hide all the shadows and to be completely transparent, showing only the icons and the text, and the launcher to also be completely transparent and hide all the shadows without making the wallpaper look lighter.
