[Launcher] Reduce icon de-couple delay to 500ms

Bug Description
Currently the long hold touch gesture delay is too long.
Desired resolution:
- Reduce long hold gesture delay to 500ms
- Test to make sure that this change reduces the time to decouple an icon from the Launcher by long holding on it to 500ms
