Two application menus are sometimes visible when using LIM

Bug Description

I have noticed that sometimes maximised windows show two applications menus in the top panel and the application window. You can find a screenshot at https://i.imgur.com/Jur9OQ8.png illustrating the issue. I have not found a way to reliably reproduce this. This bug appeared several times when opening a application (maximised by default) and then opening another application.

What should happen:
Only one application menu should be shown in the top panel while the application is maximised.

What happens:
In the screenshot, the Firefox window is maximised by default, however, you can see the application menu in the top panel and the application window.

System Information:
Ubuntu 14.04
Unity 7.1.2+14.04.20140320.1-0ubuntu1
Compiz 1:0.9.11+14.04.20140320.1-0ubuntu1
