Bug Description

Middle-click on title bar should put a window behind all the others, but this happens only if a window is maximized.
The mid-click on the title bar of a resized window, just doesn’t work.

In dconf-editor the option "Org → gnome → Desktop → wm → action-middle-click-titlebar" is correctly set to 'lower'.

Possibly related, double clicking on the title bar ignores the set titlebar action(Org → gnome → Desktop → wm → preferences → action-double-click-titlebar) and always maximizes.
