Bug Description
The Unity "Global Menu", mimics Mac OS by placing menus for the currently-focused app in a bar at the top of the screen, rather than attached to the app's own window.
This is a fine and Good Thing when using the default "click to focus" focus policy.
However Global Menu integration should be turned off when using "focus follows mouse" policy.
The problem is that with "focus follows mouse", when you move the mouse up to the menu bar, if the mouse briefly transits a window from another app, then that other app's menus appear in the global bar, rather than the menus of the app the user is working on. The current behavior is really quite annoying and inconvenient: To access an app's menus, you end up having to first move the app window up right against the top bar, then carefully move the mouse into the bar and slide it over to the desired menu without deviating into the desktop area where another app's window, e.g. a terminal, often exists)
Many, if not most, power users/developers do not use click-to-focus, but prefer focus-follows-
