mouse input not registered with Cyborg RAT, either in open application or in desktop

Bug Description

I have new Cyborg RAT mouse and a new keyboard. It appears that Ubuntu is not working correctly with the mouse. When the mouse is connected I experience two kinds of broken UI scenarios.
EITHER:
- mouse works within the application, but
- I cannot use indicators
- I either cannot initiate the left panel (without using meta key) or it shows up, but does not register clicks
- the screen corners do not initiate windows compositioning which is set up (expo etc.)
OR:
- windows compositioning works (using screen corners, targeting the left panel, interacting with the indicators)
- but the active application registers no or limited mouse input and can be controlled only using keyboard shortcuts
- usually when right clicking while zoomed out to all desktops (meta+s), small right menu appears on all desktops and the view does not zoom onto any desktop
- usually the right-click menu can be initiated within the application. It also appears that right click can sometime set focus on the application and revert desktop into the other, above-mentioned scenario

For example just now happened, that trying to switch between applications, Terminal widow would not loose focus and I could not bring Firefox in front of it. When I would click on Firefox window, it would register clicking inside a text field by highlighting the focused text area, but text input from keyboard would continue to appear in Terminal (which is still in front anyway).

When I connect another mouse to the system, and disconnect the RAT mouse, the desktop seems to work correctly.

On the other hand during last session the problems somehow disappeared in probably less then an hour after turning up the computer and I could use the same mouse and keyboard with no visible problems.

I should probably mention, that I was using newer kernels from kernel-ppa team in the past, but I am not now.
I used oibaf/graphics-drivers ppa, but it is ppa-purged now.
Sometimes not long ago I had occurances of unity-panel-service eating up 100% of my cpu time on one core and so I would keep killing the process.

Please instruct me on what other information to provide.
