Nautilus / Files unity panel's launcher icon opens a brand new window when the already opened window is hidden/not activated or minimized instead of bringing the old inactive/minimized window to front/active.

I tried to get more information about this misbehaviour: It mostly occurs when nautilus is opened by another application and it was not activated yet, it has got the blue attention arrows next to it. Nautilus is open in background, when I click on unity nautilus launcher it opens the new window. It does this till only one nautilus is running; when it's two or more, it gives opportunity to choose. This happens on all occasions.

However when it's not opened by other applications, it still behaves same way sometime; when it's in background. I'm not sure of this happening all the time.

also found this issue on raring,

steps to reproduce:

    1. close all nautilus window

    2. open any mounted filesystem (from launcher or existed devices in nautilus sidebar)

    3. click on nautilus icon

expected result:

    bring back the existed nautilus window

actual result:

    open a new nautilus window

can also reproduced same behavior on saucy,

unity 7.1.2 (Ubuntu 13.10)

there's no workaround or solution yet ? this is a annoying bug!
