Menu bar should stay during login also with Luncher icons

Bug Description

Hello,

the menu bar should not disappear during login. Also the Luncher icons could preserve. It would look better and it could be possible to switch on/of the WiFi network for example. Why the network should be configurable before or after login and not continuously during the login?

This is an interesting idea, but very difficult in practice because the Unity Greeter (the login screen) is a completely different process than the Unity Shell you are (or may be) logging in to. Under the Unity 7 / Xorg regime, they are not even run on the same display server.

This enhancement is actually possible on the converged desktop under a Unity 8 / Mir regime.
