Bug Description

When changing to guest session on Saucy, you do not get the session gear indicator so to go back to a users session or logout or shutdown, all the indicators are missing in the top bar.
See attached screenshot.
The only way to get out of guest session once you are in, is CTRL+ALT+F1 and reboot on command line.

Seems like the issue is that unity-panel-service is not running in guest session, those don't seem to use upstart...likely a bug there

having it also affect lightdm, seems like DESKTOP_SESSION is not set in guest session, which leads to the issue

Further relevant information:

o Logging in with the Guest account from LightDM works OK
o Logging in with a user account works fine, then switching to the Guest account using the Gear indicator results in the described problem
o Logging in as Guest from LightDM then switching to the user account using the Gear indicator results in bug #1196314 and sometimes other indicator crashes, but otherwise works OK
