Launcher doesn't show arrows for windows on all workspaces

Bug Description
The bug #961977 should not have been fixed.
It makes more sense to show arrows for all open windows on all workspaces. Many people agree as you can see in the comments for bug #961977.
The windows on other workspaces often get lost this way, and people keep opening new windows when they click the icon.
