ultra-slow with second monitor

Bug Description

This only happens to me occasionally, but when it does, it's reproducible.

Without the second monitor plugged in, all is fine - this behaviour only
exhibits itself when I plug it in, and all reverts to normal when I unplug it.

When I plug in the second monitor (a 25" HP monitor in 1920x1200
portrait mode), everything becomes unusably slow, weird flashing
effects in the display bar at the top of the screen, graphics
glitches all over the place, very slow response to typed characters.

I've been using the same setup since Natty without seeing similar
problems.
