Unity Launcher opens new window if current window is from a partition other than the root's partition

If a folder from a removable media is currently open in Files, clicking Files in Unity Launcher opens Home in a new window instead of just bringing up the current folder.

Expected: if a window is currently open in Files, bring it to focus instead of opening home folder in a new window.
