Hitting ENTER in the Dash as search is in progress has no effect until search finishes; the first item is then activated.

Is this the "still searching" issue again?
The fact that the dash is still searching stops the enter being processed. When it finishes searching, it should activate automatically.

Clicking on an application that is already shown in the search dash also has no effect until the search gets fed up. If you hit it a couple of times (i.e. not sure if the click registered first time) it launches the application twice - eventually.

Given that this was marked as Fixed Committed 2013-05-14 and there have been upstream releases since that date, it's probably safe to assume it is now Fixed release.

Thank you for taking the time to report this bug. We have tried to recreate this on the latest release of Ubuntu, cannot reproduce it. This bug is being marked as Invalid. If you believe the problem to still exist in the latest version of Ubuntu, please comment on why that is the case and change the bug status to NEW.
