Shutdown dialog asks a yes/no question but doesn't offer a binary choice

Bug Description
The new dialog displays the text
"Goodbye Iain Lane! Are you sure you want to close all programs and shut down the computer?"
But it's not asking me if I'm sure. It's asking me to choose whether to shut down or restart.
We should come up with some better wording. Perhaps just "Would you like to shut down or restart the computer?"

I'm not sure if this is exactly the same issue that the original bug report is about, but for me, the question is posed with no obvious way to answer it -- see the screen shot, taken from VirtualBox. There are no "Yes" or "No" buttons or any other obvious way to answer the question. To shut down the computer, I switch to a text-mode VT and issue a "shutdown" command.

Suggest we implement Laney's suggestion: "Would you like to restart or shut down the computer?" (note the ordering is the same as the buttons, restart on the left, shut down on the right - at least in English UK) and I will get the OK from design.
