Bug Description

When running e.g. "stop networking" from within Unity, it succeeds, but the window manager then crashes, leaving undecorated windows. This crash is detected, but I cannot submit the problem information it gathers due to networking being down.

Confirmed, this bugs countinue for me using ubuntu 12.04, 12.10 and yesterday with ubuntu 13.04...

This bug fixed if used kubuntu 12.04 with installed unity.

I have the same problem with Ubuntu 13.04.
If you look into the .xsession-errors(.old) file it will tell you:

This is no longer relevant to the 7.3.3 milestone. Need to confirm if this still occurs w/ 14.10, 14.04, and 12.04.

Would you clarify what you do to stop networking? Such as in the GUI or using ifconfig.

On 15.10 Beta 2, I've tried unticking "Enable Networking" from the panel icon's menu and, although the window manager doesn't crash, there is a system software problem error message. Upon the next login, Apport reports the attached error.
