Low graphics mode should disable all animations

Bug Description

At the moment when Unity detects low performance graphics mode (or UNITY_LOW_GFX_MODE environment variable is defined) it disables Dash blur. It should also disable all the animations and minimize the amount of extra work the CPU/GPU has to do to draw the interface.

Thank you for reporting this bug to make ubuntu better. I think this help Unity run better on low end hardware.

As part of the big bug review for 16.04 LTS I have tested this on 15.10 and the bug is still there. I think this is a feature request rather than a bug.
