Unity Launcher: Software Updater cannot be opened

If the system detects updated software, it will show the Software Updater icon in the launcher. Clicking on the icon has no effect, right clicking on the icon and selecting "Software Updater" has no effect. Only the entry "Install all updates" results in action, it shows the progress bar in the icon and seemingly the updates are installed. Also in this mode it is not possible to open the main window of the Software Updater.

The Software Updater could be started using the Dash. However just before or during reporting this bug, the Software Updater stalled at the point shown in the screenshot.
