1. Open System Settings>Appearance
2. Set the theme to HighContrast
What happens

The window theme (where the app's title bar, minimize, maximize, and close buttons are when not maximized) doesn't change. Even running unity --replace doesn't change the window theme. It takes logging out and logging back in for the HighContrast window theme to take effect.
