'No Image Available' message is sometimes rendered at the same time as the preview image

Bug Description
Seems to happen more often on a slow internet connection. See attached screenshots.
What seems to happen is:
1) preview launched. Shows spinner.
2) Spinner times out, shows 'No Image Avaialble'.
3) Image arrives, is rendered beneath 'No Image Avaialble' text.

Which revision are you running? This should have been fixed in 2800.
