Bug Description

This is a multiple monitor issue.

Open a window on each monitor (white new browser windows work well).
Fullscreen each widow (F11 - not maximize) so that ALL monitors have a fullscreen app.
The non-focused app(s) will have the panel shadow visible. (I've only tested with two monitors.)

This is really bad with with apps like vmware that are used full screen frequently and don't report focus back to the host.

I suspect this might be fixed by the fix for bug 1011120, but am not totally sure.
