moving panel icons with free drivers generates pixelation

Bug Description

In 12.10 64bit using the free graphics drivers.

When moving panel icons: long left click on the icon, the icon becomes pixelated.

I have attached a screenshot of the behaviour: it happens with all the icons, I have just picked Firefox to demonstrate. The original reporter has reported it using the free drivers (I guess that means open-source Xorg driver), I have an AMD GPU with Catalyst blob driver, and it also shows this issue, so it might be something not caused by the video drivers, or at least visible with multiple drivers.
