When panel opacity is set to between 0.0100 & 0.9900 & no blur option is enabled the panel can get ghosted if an unfocused window touches viewport bottom edge

Bug Description
Obviously hard to see at any opacity over 0.9100 or so
Test case:
Set opacity of unity panel to an intermediate valve
Cause any window to touch bottom edge of current workspace
Remove focus from that window, panel gets ghosted the width of that window with some elements of that window
