HUD - Colouring back Launcher tiles creates conflict with current context

Bug Description
Pre-conditions:
- Launcher is locked out (default)
- HUD is open
Moving the pointer over the Launcher enables all its tiles. The scope tile by the HUD can be repeated again just below creating a visual conflict.
Proposed solution:
Have the Launcher not reactive to pointer movement until the HUD is dismissed.
