launcher ignores settings on multiple heads

Bug Description

After upgrade to today's quantal I now have the following issues:

 * i cannot use "auto hide the launcher". Changing the setting has no affect.
 * I cannot disable "sticky edges". Changing the setting has no effect.
 * I cannot set "launcher placement" to be only on one screen. Changing this setting has no affect.

I've tried toggling back and forth, and logging in and out, and no change.

This is quite frustrating, especially given bug 1042326 at the same time.

I finally got around this. I belive it was by:
  rm -Rf .config/compiz*
