"Window spread" don't work with single workspace

Bug Description
When using only single workspace, impossibly switch to another application window(For example, several OpenOffice documents), by clicking on its icon launcher.
To reproduce:
Run "ccsm".
Select "General Options/Desktop Size".
Set "Horizontal Virtual Size"=1 and "Vertical Virtual Size"=1.
Reboot. (After reboot "Desktop switcher" fade from launcher bar.)
Open several folders.
And try click on its launcher icon - nothing happens.
p.s. Ubuntu 12.04 i386 with last updates(28 May 2012).
