No window selection mode when virtual desktop size set to one

Bug Description
As I not use virtual desktop feature, I wish to remove "workplace switcher" icon from launcher. In ccsm, general options, desktop size, I set horizontal and vertical virtual size to 1. But then when I click launcher icon with application which have multiple windows - only one window brings to top, and window selection mode not activated.
Steps to reproduce:
1. In ccsm go to "general options", "desktop size", set horizontal and vertical virtual size to 1.
2. Open two terminal windows, so on launcher terminal icon will have two marks.
3. Click terminal icon on launcher. Recent terminal window will bring to top.
4. Click terminal icon on launcher again. No effect. Expected behavior - window selection mode activated and I can select window.
Ubuntu 12.04 LTS, i386 and x64.
