While running a app through ssh channal, I can't start a local app with the same name

Bug Description
In unity, if I drag some app icon on the launcher, it will be removed from the dash.
While I am running a task manager from a ssh -X *** session(eg. running a X app through ssh tunnal), I find I can't start a local task manager. Because it is in on the launcher and showing it is running, and I can't start a new one, while it is removed from the dash, I can't start it from the dash either.
