Large cursor settings not surviving shutdown

Bug Description
This is about unity-tweak-tool 0.0.7ubuntu2
Running the tool and clicking on cursor under Appearance one of 5 available themes can be chosen and at the bottom under Preferences the Use Large Icons box can be ticked which results in the mouse cursor increasing in size.which is useful for those with poor eyesight.
The change is immediate, with no need to reboot, logout or whatever.
The problem though is that this Large Icons preference is not retained when rebooting. I have tried it with each of the 5 availoable cursor themes with the same outcome.
This is occurring on a fresh install of 16.04 LTS but it also occurs on an upgraded 14.04 LTS to 16.04 LTS system.

I should add that during the boot up sequence I observe the following:-
Before login, cursor is normal size.
After login, by moving mouse pointer I notice it change to the large size and then just before the unity bar appears it quickly changes to normal size again,
