Bug Description
Using unity-tweak-tool to get the "Devices" icon to be shown on the desktop fails. The icon is not shown on the desktop wehn it is activated within unity-tweak-tool.
Steps to reproduce:
1.Install unity-tweak-tool to Ubuntu14.04 unity desktop
2.Start unity-tweak-tool and switch to System->Desktop Icons.
3.Activate all available desktop icons: "Home Folder", "Network", "Trash", "Devices"
4.Switch to the desktop itself and see the the desktop icon "Devices" is missing.
Expected: The "Devices" desktop icon should be shown on the desktop, if it is activated within unity-tweak-tool - > System -> Desktop Icons

Verified that the handler is not being invoked at all and I can reproduce this. Will investigate.
