Ibus m17n does not use system keybaord layout

Since 14.04 I can not not use Ibus Other-latin-post(m17n) input method because it uses English keyboard layout.

I have a Japanese keyboard, ibus-setup Advanced->Use system keyboard layout is ignored.

There is no option to choose keyboard in ibus-setup Input Method->Other-latn-post (m17n) either.

The bug still persists in 16.04. It seems to affect other m17n input methods as well, such as the Sanskrit IAST transliteration IME.
