Splash screen for click apps take atleast 1 second to appear

Bug Description
krillin, image 152 vivid-proposed.
on Apps scope whenever I tap on a click app, it take atleast 1 second for the app to start launching. The issue does not happen for non-click apps.
1. Open Apps scope
2. tap on calculator
3. Note it does not show the splash screen instantly.
4. try the same for a non-click app like the webbrowser and note the difference.
