activateApplication should give a valid url for url-dispatcher

Bug Description

Now that we're splitting the Dash to be a separate app, activateApplication() needs to call url-dispatcher instead of directly interacting with unity's ApplicationManager. For that it would be required to change the parameter of activateApplication to give a fully qualified url that works with url-dispatcher.
