System settings shown when opening Online Accounts

Bug Description
When the user tries to install some application but there are no credentials, the click scope is launching the Online Accounts panel via this url: settings:
What happens:
- the system settings app is shown for a few seconds, then it's replaced with the Online Accounts app.
What should happen:
- the Online Accounts app should be the only one shown

There is another way of invoking the Online Accounts panel, which doesn't involve passing through the System Settings. You can use the Setup class from libonline-
