No apps shown on first boot

Bug Description

First boot after a flash, enable wifi, but no apps are shown in the click scope, including local apps
Reboot and all is well
Seen with 302, 303 on mako and Nexus 5

I also see no remote apps on the manta after suspend and resuming with a different AP connection

I flashed #302 (will try later with #303) from scratch on mako (--wipe), but cannot reproduce this.

If you can reproduce it again, please check for a .crash file for the scoperunner in /var/crash/

I suspect this is related to bug #1307981 although not clear why local apps are not shown unless the scope did crash.
