System setting lens doesn't do anything

Bug Description

In apps (Browser, for example) sweeping up from the bottom of screen displays a lens with a System Settings icon. Selecting that icon will bring up a dark system-settings-like menu on the left side of the screen, but nothing on that menu is active.
