Theme is not customizable by downstream (derivative) distros

  I suggest that /etc/lightdm/unity-greeter.conf can be customized using update-alternatives, as was done with /etc/lightdm/ligthdm-gtk-greeter.conf in the lightdm package

Ah, dholbach brought this to my attention. Unity Greeter now uses gsettings for its settings instead of an /etc conf file. So you can just ship a gsettings override for the theme!
