Can't change language at login page

Hi, first of all thank you for all you effort to make Ubuntu and specially Lightdm much more better.
I've experienced this issue in vary different Ubuntu's release. Most of the time, I install both english and persian language and the problem is when I lock my computer or when I turn on my computer at the login page I can't change my language, and this is badly bother me. Because sometimes language is on persian and system is lock and unfortunately I can't change the language with defined key binding. So I have to do it with Alt+F10 or change it via mouse.
