qwerty instead of azerty and touch alt gr doesn't worked

Bug Description
Each time I start my computer, my pad is on qwerty instead of azerty. I follow a documentation on Ubuntu France but it doesn't worked. And since this documentation, I have another problem, the touch alt_gr for specials caracteres as @ or { don't work any !! Please help
