Unity-greeter only recommends lightdm

Bug Description
I'm not sure if this is actually a bug, but here goes.
Unity-greeter and the other greeter packages only recommends lightdm. This means that you can install a greeter, such as lightdm-gtk-greete, thinking that you now got lightdm installed and then reboot to find that it's not.
Is there any situation in which a user or or sysadmin would want to have unity-greeter installed but not lightdm. Does unity-greeter "work" without lightdm?
